Judicial review of Minister of Justice’s refusal to release certain documents on basis of solicitor-client privilege—Exempt material consisting of communications between Department of Justice and National Capital Commission (NCC) lawyers during drafting and examination of regulations under Statutory Instruments Act, R.S.C., 1985, c. S-22 (SIA), s. 3(2) and between Justice and Clerk of the Privy Council lawyers in connection with examination of draft regulations—Solicitor-client privilege existing between Clerk, Justice lawyers when latter provided advice about whether regulations complied with SIA, and between NCC, Justice lawyers when latter advised NCC about compliance with SIA in context of drafting of regulations, but not between NCC and Clerk—Application dismissed.
