Judicial review of visa officer’s decision refusing permanent residence application because officer unable to verify applicant’s employment from 2001 to 2006—Visa officer erring in terminating security investigation, dismissing applicant’s case before  investigations completed—Existence or absence of employment relationship proving nothing in this regard, thus premature to deny permanent residence application on ground applicant’s admissibility could not be checked—Visa officer breaching duty of procedural fairness in making decision without allowing applicant to clarify doubtful areas existing in her case, since clear missing information might have resulted from communication problem—Application allowed.
