Application for judicial review of CRDD decision applicant not Convention refugee--Applicant, citizen of Nigeria, claiming Convention refugee status on basis of religion, membership in particular social group, namely persons forced to participate in ritual murders, harmful practices--Applicant refused to assume father's position as chief in Oluwo Apeno, cult performing human sacrifices, disowned by family, converted to Christianity--Applicant told that his people could acquire gods' blessings if applicant killed, his blood used for further sacrifices--Applicant then ran away--CRDD found no serious possibility of persecution if returned to Nigeria, adequate state protection would be available to applicant--Application allowed--Board made reviewable error with respect to facts surrounding state protection as documentary evidence showing state protection not available from police.
