Motion for stay of removal order pending determination of application for leave and judicial review of negative Pre-Removal Risk Assessment (PRRA) decision--Applicants husband and wife with two minor children--Citizens of Pakistan--In 1999, entering United States and staying there for 8 to 10 days without claiming refugee status--Applicants then arrived at Canadian border and claimed refugee status-- Claim refused based on lack of credibility--Leave to seek judicial review denied--PRRA officer made thorough analysis of new submissions, new documents, as well as other documentary evidence filed before CRDD--Satisfied objective evidence in which protection of State discussed did not support interpretation of claimants--Acknowledged conflict in Pakistan between extremist religious groups but satisfied Government of Pakistan has taken considerable remedial action to control extremists and their membership-- No serious issue raised--PRRA officer's decision cannot be questioned--Decision not lacking objectivity, and containing thorough analysis of country conditions, review of new documentary evidence, as well as of arguments, documents filed in support of initial application for leave and judicial review of CRDD decision--Since no serious issue, no need to consider balance of convenience or irreparable harm-- Application denied.
