Appeal from Federal Court decision (2006 FC 568) allowing judicial review of Adjudicator’s decision dismissing Ms. Gillis’ grievance with respect to cancellation of promotion, and ordering RCMP install Ms. Gillis in TO-03 position—Promotion cancelled prior to its effective date because of mistake in job description—Not patently unreasonable for Adjudicator to conclude transfer authorization document not effecting promotion, promotion complete only when individual starts in job—Appeal allowed.
