Atlantic, federal Crown corporation, administrator of contributory defined‑benefit pension plan for employees—Termination of part of ferry services operations in Atlantic Canada resulting in termination of employees, associated part of pension plan— Pension Benefits Standards Act, R.S.C., 1985 (2nd Supp.), c. 32, s. 29(12) stating when plan terminated in part, rights of members affected shall not be less than what would have been if whole of plan had been terminated on same date as partial terminations—Ordinary, grammatical sense of s. 29(12), scheme of Act consistent with requiring proportional distribution of surplus attributable to wound‑up part of pension plan.
