Judicial review of decision by Minister of Fisheries and Oceans Canada to issue snow crab fishing licence to Acadian Groundfish Fishermen’s Association (APPFA) in exchange for sum of $1,900,000 to fund additional activities of Department of Fisheries and Oceans (DFO)—Minister not having authority under Fisheries Act to fund DFO’s scientific research from sale of snow crab—Same finding applying to funding of DFO’s additional activities—As such, Minister acted beyond his jurisdiction under Act in issuing licence to APPFA—Application allowed—Fisheries Act, R.S.C., 1985, c. F-14.
