Application for judicial review of Immigration Appeal Division (IAD) decision allowing appeal of immigration officer's refusal to approve respondent's sponsorship of child-Immigration officer had found adoption one of convenience, for purpose of gaining child's admission to Canada-Application allowed-Case not distinguishable from Canada (Minister of Citizenship and Immigration) v. Shi, [1997] F.C.J. No. 617 (T.D.) (QL) where IAD had committed reviewable error in ignoring material evidence of sponsoree's understanding of intention of adoption-Herein, IAD ignored or failed to directly consider evidence taken from interview with immigration officer-IAD gave no explanation in regard to finding of immigration officer that adoption for purposes of gaining child's admission into Canada.
