Application for certiorari to set aside finding of guilt made by disciplinary tribunal of Port-Cartier Institution relating to disciplinary offence (having intoxicant in cell, bootleg alcohol)-Only witness guard who testified as to texture and odour of what he found, identifying it as bootleg alcohol-Application allowed-Not sufficient for guard to testify as to texture and odour of product to establish product could alter behaviour, judgment, capacity to recognize reality on part of person in possession of it-Officer's experience in this area and personal knowledge of alcohol could not substitute for scientific testimony which would have indicated level of alcohol in container discovered in applicant's cell.
