Judicial review of denial of permanent resident status-Applicant assessed according to Canadian Classification and Dictionary of Occupations (CCDO) as Chef Cook-Visa officer concluding not having required qualifications-Section II of CCDO describing Specific Vocational Preparation as including university or college training, vocational training, apprenticeship, in-plant training, on-the-job training, experience in other jobs-In deciding whether applicant reaching level 7 of vocational preparation of "over 2 years up to and including 4 years", visa officer focussing only on applicant's "vocational training" and consequently only gave him credit for one-year, full-time course-Only one of six forms of training to be considered-Visa officer erred in law-Application allowed.
