Events occurring after signing of Personal Information Form-Application for judicial review of CRDD decision applicant not Convention refugee-Whether open to Refugee Division to find refugee claimant not credible because no reference in Narrative of Significant Incidents (Question 37 of Personal Information Form (PIF)) to event mentioned in testimony, involving others and occurring after signing of statement-If not, whether applicant required to report event at outset of hearing when invited by panel to amend PIF if applicant wished-Application allowed-Panel erred in dismissing applicant's claim because applicant omitted to state facts in either PIF or amendment at outset of hearing-Applicant could not include in PIF events taking place later (arrests of applicant's father and uncle)-Applicant not required to reveal events when invited to amend PIF-Otherwise, applicant would have been invited to give new account of significant incidents relating to claim, rather than to make amendments-Furthermore, not unreasonable for applicant not to amend PIF to state facts involving other people and only indirectly related to applicant's refugee claim based on persecution applicant suffered.
